Aptana is a web development program which allows you to author HTML, CSS, and JavaScript immediately after install (not WYSIWYG - but it has a preview tab to see how your stuff turns out). With plug-ins you can add PHP and Adobe Air development (JavaScript and HTML - no Flash) to the list. Aptana is available as a standalone program or as an extension to Eclipse (for all those Eclipse users). There is a professional version of this software available for a hundred bucks which includes free upgrades for a year but the free community version is all you really need.
